All licensed ministers are associate members of the Ministerial Council, however only credentialed ministers are allowed to vote and hold leadership positions. All licensed ministers are encouraged to participate in all discussions and debates, and present reports to the Ministerial Body and act in advisory capacities. Prior to being invited to become a credentialed minister, a licensed minister has a five year period of time that serves as a time of “getting acquainted” and as a learning curve to inform them of the organizational structure.
